Not sure they are supposed to do it, but I have experienced the same anomaly with both my Cub (just once) and especially the Pit bike with its Lifan 140.
The Pit bike would regularly feel as though it had no compression, I am told they have some kind of odd arrangement around the camshaft. Some people have said it is a rev limiter / decompression aid. Either way it was a common occurrence, but never caused a problem or lack of power (it would pull 60mph with a 50KG trailer on the back).
Not sure on the ANF’s head setup, but I vaguely remember they have similarities with the Lifan cam setup… I could be wrong. 
Strangely it was just this morning I kicked the 90 over and it just span freely like the plug was out. Couple more kicks like that and it fired into life. I did wonder if a valve might be sticking just a little bit.
