Possibly. Although, I don't personally think Max will be moving out of there in a hurry contrary to popular rumour. He is still talking about bigger bookings and making plans. I also think Max is too proud or stubborn to let the club go to Ziggy.

Pennington's/T&C/Maestro's is financial suicide. Wrong location, 2000+ capacity, huge overheads. Can't see it being there or working there. His words were "perfect place has 'just' become available", he used to part own T&C anyway before declaring the business bankrupt and could have gone for the building whenever he wanted as it has been empty for years.

I think it might be Queen's Hall. I know Ziggy has had his eye on that part of town for a while.
