And, usually, even if they are ordered not to own animals anymore, it only applies to that county, so they can move a few miles away into the next county and start abusing animals all over again. It's that way with any crime, not just animal ones. You say you are very proactive when it comes to preventing animal abuse. Does that mean that you report every case of animal abuse you encounter? And/or does that mean that you volunteer for an animal rescue organization? Hopefully, is means both! Keep up the good work and thanks for being on our team!
More likely you'd be frustrated and quit. Those officers don't get to say who even gets prosecuted. They do the preliminary work and the DA or County Attorney decides whether or not to prosecute. In Texas (my state) before that happens, some Justice of the Peace decides whether or not the animals will be returned to the accused abuser. The JP can be any sort of run of the mill idiot, too. The only qualification for being one is a high school diploma and to get elected to the position- NOTHING more- no legal background, no college, no related previous experience.
