My purpose here is not to describe completely the contents of those 34 emails. I recognize there is a need to confirm that their contents are authentic.
However, assuming they are authentic, among several items are clear indications that Guibord and his principal acolytes Campeau, Choinière, Félio were determined to get rid of the City's Chief Administrative Officer Daniel Gatien from the get-go and were advised on how to go about it by Stéphane Lalonde starting last November.
It also shows that the resolution sponsored by Félio to abolish the previous council's decision to proceed with an indemnisation agreement with Gatien was in fact written by Stéphane Lalonde, the individual targetted by the agreement. Guibord in a past council meeting clearly denied that had been the case.
It shows in my view that the Clarence-Rockland legal services procurement strategy managed by Choinière was written by Stéphane Lalonde, in a manner that just about assures as much as possible his selection as a Clarence-Rockland legal advisor.
It shows in my view that at times answers given by Guibord during some question periods at municipal council meetings were at best misleading or deceptive, and in some cases probably lies. Félio joined in that game of deception at least once by circumventing a clear question asked him about what role Stéphane Lalonde had played in writing any municipal council document adopted by the council.
There is plenty more in those documents that in my view project Guibord, Campeau, Choinière, Félio and Henrie as conducting themselves in an immoral or unethical fashion, and even possibly illegally.
This is truly in my opinion a major scandal tarnishing the reputation of lawyer Stéphane J. Lalonde, mayor Guibord and councillors Campeau, Choinière, Félio and Henrie. The citizens of Clarence-Rockland are ill-served by their behavior revealed in the emails published by Sergio Netaliano on his Facebook site.
