The excessive licking may be another outcome of his nervousness. It is possible that the breeding was not of good temperament but he also was probably not socialized well as a very young pup and/or taken away from his litter too soon? Shyness and fear is what usually attributes aggressive fear biting in dogs so the more confident he becomes with lots of experiences, the better, lots of new people to meet and enviornments to explore.
