Everytime a returning champ comes up his county gets the top spot and then continue with the rotation. Some weight classes can't use the drawn bracket due to only four or less kids in the bracket or one county sent nobody. >Kent County has more first seeds then any other county.

Kent - 19 #1 Seeds (9 Returning Champs)
Sussex - 18 #1 Seeds (8 Returning Champs)
New Castle - 13 #1 Seeds (3 Returning Champs)
