I'd also have to say don't do anything to your shells before you paint them. The only thing you would want to do is sand them enough to scuff the surface. Then wipe them down with with a rag that has a little bit of mineral spirits on it. Painting your kit with automotive paint is fine. I suggest using a base coat/clear coat combo. I personlly, don't like the way laquer comes out on my drums. You can paint the inside of the shell if you want, but I didn't do it for my kit. Technically by painting any exposed wood, you would be sealing it. However, I just like the look of the wood being natural. After your kit is painted, you can use the tung oil if you want on any exposed wood areas. Also, try to tape off about an 1/8" inch to 1/4" inch down from the top of the bearing edges. You don't have to do this, but I like the contact of my head directly to the drum shell. However, many people use the plastic wraps on thier shells and after the wrap gets put on. they cut the bearing edges. Really clean look by doing this. But it comes down to preference.
