Mounting screws for lugs are determined by the shell thickness and the particular lug you are using.
Tension rod length depends on how far the lug is mounted from the bearing edge and the particular lug you are using. 42mm is generally good for toms, but with snares it can depend upon the height of the shell and the lug you will be using. We use #37 for bass drums.
If you are using a particulat lug for toms you should leave enough room for Rimms mounts or other isolation mounts to fit on the toms.
There are no absolute rules for tension rod length and you must use common sense and good judgement. Lugs must be drilled in a position where the tension rods screw in far enough to
secure the hoops properly.
