I have used a lacquer based Deft brand "sanding sealer", bought at Lowes for 8 or 10 dollars a quart. It can be sprayed, or brushed on with a hog bristle brush. Two coats with a scuffing between them will do quite well. Ludwig used the same material on their mid-70's drums.
