Some drums have a double sided lug in the middle with long tension rods coming from either side of the drum that maintain separate tension on each head. Both sides of the lug have threads'(fig. A) The super long tension rods don't look so swellin some people's opinion,and that is why most high quality drums go with a lug for each drum head side.
Another possibility you may be describing is a single tension system in which both head's tension are controlled by one rod.(fig.B) This is undesirable since a quality sound is achieved by each head being capable of being tuned separately. For example..With that type of drum only one claw has a thread, the other has a handle.
