Thanks, Scott. When I gave it some more thought, and saw the phrase "introduced a fee" - I realised it must be an additional fee. Otherwise they would have said "significantly reduced rate" or something equally positive. It is expensive, but as Ireland is the 2nd most desired passport in the world, it makes sense I suppose. And all of your other reasons outlined below...
