Whether you're disabled or not doesn't figure in any official anything. Your citizenship is the all important issue, your income, your job prospects, your health insurance coverage - those are the critical issues.
You don't specify your disability, so there's no saying how you'll personally get on day to day in Ireland. All official buildings and schools now provide wheel chair accessible ramps and some taxis and most buses can also handle wheel chairs.
You'll find that, generally, your health insurance coverage in Ireland will not include loads of things like hospital beds and motorised wheelchairs. Even more important, pre-existing conditions are not covered for at least 5 years.
My advice would be to visit Ireland on vacation and see how you get on. Bring rain gear. Then proceed onward if you're still interested.
