As soon as you buy the license you are on record and they will follow up each year.
However if you delay as long as you can,all the better.
Generaly these inspectors give you a grace period, and if you meet them face to face, you tell them you are from the USA and have never heard of having to have a licence,they will ask you to get one in within 30 days.
(In other words just play dumb, it generaly works)
I knew of one person who went 2.5 years and another nealy 2 before they got a visit, then said they only arrived from the USA a few weeks ago. Think you will find a little more commpassion in Ireland. (PS Dont blame me if no longer this way)
