If you own a TV in Ireland you need a TV licence. Inspectors can knock on your door anytime and demand to see your TV licence (we have heard this from people we met here).
The TV licence cost us 160 Euro for the year and we got ours from the post office. They filled in our names and address without asking to see any proof of who we were or where we lived.
When we went to the welfare office to get our PPS number they were quite happy to use the TV licence as proof of residence.
The bank was more sticky so that is why we had to first get the TV licence and use that to get the PPS documentation which we could then show to the bank.
