We moved to Ireland about 3 months ago from South Africa.
We found that opening a bank account was pretty painful - they want some proof of your residence like a utility bill or government correspondence addressed to your residence.
Thanks to some great advice that we picked up on this site, we ended up popping down to the post office and getting a tv licence with our address on it (no questions asked). We then showed the TV licence when applying for our PPS numbers. The official letter for the PPS arrived 3 days later and we were able to use that letter to open the bank account.
