Hi Mari,
My daughter moved here and started the school year when she was 15. I checked on a few schools, before deciding on the local community college in our small town. At each meeting with the different secondary schools, her grades from the US, social skills and her background were discussed, so that they could get an understanding of which grade to place her. I also had input in this process.
In the end, we went with 2nd year (more or less 9th grade in US). She has been very happy in her school.
