No, green cards are NOT the same as work permits. Green cards are much more advantageous. After two years you can apply for residency, change jobs, and other benefits like being able to apply yourself for the green card, and not rely on someone else to sheperd the paperwork through.
With work permits, you're tied to a single employer. If you leave that employer, your new employer has to go through the same procedures again. You can't apply, you're stuck for 5 years with the same employer before you can apply on your own for residency.
But, these days, work permits are mostly just a holdover category for those already in the system. Unless you've got a job offer for more than 30,000 euro annually you won't get either and even with this amount, many many categories of jobs are banned from applying altogether. Only when you're being offered 60,000 euro per year do you automatically get accepted.
With firms still shedding jobs, with rising unemployment, it's very very hard for those without really high end skills and experience to get work, let alone a work permit or green card.
