To get the PPS number, you need proof of an address in Ireland!
Here's what you have to bring to the local social welfare office to get the PPS number if you're a non-EEA/EU citizen:
Current Valid Passport or Certificate of Registration with the Department of Justice, Equality and Law Reform ( Green Book or Plastic Card)
and
Evidence of either birth /work* /unemployment /residency /tax liability /education in the relevant country. (* includes Work Permit or letter from the Dept. of Justice, Equality and Law Reform giving permission to work)
and
Evidence of address in Ireland
The PPS number is basically Ireland's social security number. You won't have an ESB number because that is the electric company. Your landlord will have an ESB account, but you won't.
In most apartment leases, you pay the ESB bill. Arrangements vary. But, there's no way you can supply an ESB number until you are actually renting a place. Ditto the PPS number.
Cash. That's what you need.
Has anyone had an experience where the landlord demands various governmental paperwork, other perhaps than licence or passport?
