As I recall, you probably can enter once you have the paperwork in hand. You end up going to an immigration office to register, if I recall correctly.
I called the Citizenship Office to confirm, but they only answer their phones on Tuesday and Thursday mornings. Contact details below.
Sorry for the delay, I had NOT-SWINE-FLU but it may as well have been. You can try calling and getting the inside skinny yourself. Just remember the time differences.
The recorded message said they're now processing applications from July 2006!!! I assume the speaker was dozy and meant 2009. Otherwise, you'll get your forms in 2012. I can assure you no one has reported such a lengthy turn-around time. 6-8 months is fairly usual, but it can take as long as a year. 13 months has happened, but that's an outlier and unusual.
