There is a 'Hiring Moratorium' currently in effect throughout almost all of the public system, including most of the Department of Health. See the following link http://www.finance.gov.ie/viewdoc.asp?DocID=5723

It's getting pretty bad, they are making more and more budget cuts nearly every month in the Health Department.
