Unless this is a fairly new law, I have never heard of having to forfeit a US license. Maybe you are thinking of changing over a foreign license from one of the accepted countries that already drive on the left like England, Australia, etc? Then you don't have to take the driving test, just apply for an Irish license.
I took the Irish driving test last year, got my Irish one but still have my American license.
