Well, the first thing is that you would need to go to your local council or social welfare office and get the papers to transfer all your British rights to Ireland.
But, upon arriving in Ireland, times are tight. I don't know how soon you'd be able to get council housing - or where. It's probably available in the least desirable neighbourhoods right away...
You might want to contact the County or Corporation (city) housing office of the city or county where you'd like to move. They're all online and they'd fill you in on the local situation and make sure you know what paperwork you need to bring with you.
