This is coming late since I'm in the states caring for two invalid parents who have been in and out of the hospital. No time for anything like email!
Anyway, your visitor needs to take their documentation and go to the local Garda station to see an immigration official. At the local stations, the IO might not always be in, so call first to set up an appointment.

Usually, getting an extension to the full 90 days is pretty easy, particularly with an Irish sponsor. Be sure to bring your own identification, a letter for the files saying you'll provide shelter, etc, your rental or mortgage statement proving you have a house or apratment, and if you have some substantial funds in the bank (a few thousand euro) a copy of your bank statement to prove that you have the resources the maintain the person for the full 90 days.
This is probably overkill, but can't hurt and should help ensure that your guest receives the full 90 day permit.
