Registering with the Garda

My husband and I were married in the States. My husband is an irish citizen. I have read and heard that when i move there ( being an US citizen) i register with the GARDA. I have also read that to do that i have to be married in Ireland to register with them. Is this really true? Don't i need a spouse visa?
