You can do this, but you'll have to go through the exact same procedures to get the dog into England.
There is a seven month process to satisfy the EU-wide Pet Travel Scheme. Details and links are on the Pet section of the free and full site.
You can come directly to Ireland without the English stopover if you want. Basically, the process is that your vet in Canada gives your dog the necessary inspection and shots and injects a microchip. Then 6 months later, he rechecks the dog. That's extremely simplified, of course.
