Dk3 is probably one of the most top-rated free providers, who stress they have no ads on their space. Lo and behold when you sing up, they put a nice big floating ad at the bottom of EVERY page on your site. There are no real decent providers left, as it is proving too expensive to run a free server these days.
It's not just successful sites...the site I built for the baseball team I play for(that probably hasn't had 100 hits) apparently is running into problems on yahoo.
