Allen Co. Daybook Question

Hi, I have looked at a copy of the Allen County Daybook for 1825 - 183? and I have found on page 89 a listing that reads: Lewis Graham, W. Thomas Trustee 15.00 P207 Is there anyone who can translate for me what this means? I know W. Thomas is Walter Thomas and he was one of the trustees for Allen County at the time. I don't necessarily believe this means he is a guardian to Lewis Graham....I can't figure out what it means! Does anyone have any ideas? Thanks, Cindy Graham
