You might want to try tea tree oil on her skin, also try to find a food without soy and corn. The one thing that I have found over the years that helps dogs the most with allergies, especially if you live in a city using treated water, is to let them drink only distilled water. If it is going to help a lot, you'll know in a month. If you are going to stick with feeding a dry kibble food, your first ingredient should be the meat, not corn, not meat meal. If the second ingredient is a meat meal, that is prefereable to the second ingredient being corn.
Also, as a breeder who knows many breeders of different breeds because I show; I don't know anyone who hasn't had skin allergy type of reactions to the extremely high protein foods, such as 65%. Raw meat is only 8 to 11% protein, you need higher protein with dry food because it isn't fully digestable, but when you get too high a protein, you're asking for problems in my opinion. Flea allergy? One has to consider whether a dog is allergic to the flea treatment also, if using a flea bath, leave it on the recommended amount of time and then shampoo it out with a gentle oatmeal shampoo to soothe the skin. Good luck, try the distilled water if you are on "city" water...35 years of recommending this as a groomer has seen a lot of good results.
