The article seems to suggest that its the first time since 2006

so I'm not sure its that a regular occurence.

Although the palace says the senior royals frequently do this sort of thing, the fact is that it is usually reported just as this incident was and the 2006 Billy Elliot theatre visit was so I don't think it is a too often occurence that Her Majesty is able to mix incognito in a public place with ordinary members of the public.
