I have to take this article with a grain of salt. For one, it's in the Daily Mail. Secondly, it's by Michael Thornton, who is the author of the hilariously bad Royal Feud. Even some of the comments from the Duke and Duchess of Windsor quoted in that article, it's not hard to see a disappointed and disillusioned couple. Seeing as how neither of them were very self-aware people, I'm not surprised that they would shift the blame for their misfortunes onto a third (or fourth or fifth) party. Since Queen Elizabeth had such strong opinions on the abdication and above all what constitutes ones duty, it's not hard to paint her as a velvet clad villainess. She had already proved herself to be immovable on the subject.
I think that when it comes to King George VI, Queen Elizabeth the Queen Mother and the Duke and Duchess of Windsor, it's unlikely we will ever know the scope of the truth, and the true depth of the personal feelings of all 4 of them.
