I agree with you, that HM really struggled to come into a conversation with the relatives of the soldiers. My opinion is, that The Prince of Wales is much 'better' in these things (please forgive my bad expression).
I remember having read, that particularly at investitures which The Prince of Wales holds in place of Her Majesty, people are sometimes disappointed not to meet their Sovereign. But afterwards they say, that the prince took a lot of time to talk to each achieved person and showed a genuine interest in the reason, why they obtain their achievments. Having seen (on video/documentaries) investitures with The Queen and with The Prince of Wales I can understand it well.
Convinced that Her Majesty has many, many qualities, but personal contact isn't really her first and foremost one. But to be fair: it was a difficult situation, standing in front of so many family members of soldiers killed in action...
