I think I disagree with you. When one has a whole row of families standing there and still expect interesting conversations with each and every of them then it would take ages I suppose. I assume that all parties involved know what the reason for bestowing the Elisabeth Order was all about. Sometimes not too many words is better. Especially when it's such a sad reason. The atmosphere I found most warm.
And "small talk" is an English expression isn't it?
I guess HM's equiry will explain the technical details about how to wear the order...
