Not even close. Marvel's Conan had a lot of dead spots in its history (John Buscema carried it for a long time after Roy Thomas left), but Dark Horse has never even come close to hitting its high-marks (the Thomas/BWS years, the Thomas/Buscema years, Jim Owsley's run, Al Zelenetz and Marc Silvestri on KING CONAN, etc.).
Very little of Kurt Busiek's work seemed like Conan at all. For much of his run, he was essentially writing an entirely different (and inferior) character (which probably shouldn't be too surprising--Busiek hated Conan, in his youth). I really like Cary Nord's artwork, but it, too, was very poorly suited for Conan. He likes to use very tight, claustrophobic angles. If he was drawing a crime comic, this would be appropriate. It doesn't suit Conan, though.
That isn't to say Dark Horse hasn't done some good Conan work. It's just that, overall, their Conan material has been a pale shadow of Marvel.
