Hi Bill, I use either!! On a plain black tattoo the shimmer powder looks great. I use it instead of talc to set the tatt. The shimmer powder also makes the tatt last longer. For butterflies etc I really like to use the new glitter tattoos that are out their. On a black tatt I will just put the glue on places I want to accentuate and then use all different coloured glitter. Looks awesome
