Glitter or Shimmer Powder (to accent a temp tat)

I saw a tat done where they used a glittery shimmery fine dust almost that caught the eye when the lights hit it, trying to figure out if it was either the glitter offered or the shimmer powder offered here on the site?

Which would be best for accenting a fairy or butterfly type temp tat?
