RIO Beauty do one here in the uk but it's part of a Kit - you can get it off of their website, however, I've never used it and can't recommend it - I do know that it's not a long lasting ink.

Did you know that if you put the one of the ABA fluoro colours under the black it will glow! Tried it before with the green - it works!
