Where you go if you wanted to find scores to study? I have tried used book stores, university libraries, and the big booths at TMEA. Is it cool to walk into Penders and ask to see scores? Would they even have a copy on hand or everything they sell? My biggest trouble right now is finding legacy OOP scores. Any luck in requesting for perusal scores? Bribe a college kid to use Interlibrary Loan?

For digital perusal for CSR you can go to JW Pepper's website and go to their Services dropdown, click on the Texas TMEA UIL & PML link, and then click one of the 3 boxes that come up. Texas UIL PML will get you all of the scores sorted by level, after you login with your jwpepper account.
JWPepper also used to have a published book of all of their concert band scores on the UIL PML that you could buy to physically peruse, but I am having trouble finding that on their site.

Most college libraries are part of the library network that allows you to borrow from your local public library. You can request anything you want and they'll mail it out to you.
For things that aren't POP, check with Pepper. They release a "tops" compilation of a book of scores of the most popular pieces, and you can buy that for a perusal copy. About $15 for 50 pieces.
For anything POP, you have to find someone that has the piece. Try bandmusicpdf.org for a start.
