Tuba - Intonation/Tuning - Off Half Step

I have a Junior that rejoined band last Spring and his chops are starting to come back as well as his reading ability. One thing I'm really struggling with is getting him down to pitch on his notes. |
We do a lot of drones, singing, buzzing during warmups but he just isn't getting down to pitch. We're talking an A natural coming out of his horn with first valve down. Eb coming out with 1 and 2 down.
How can I help him aside from working pitches back and forth doing the drone, singing, buzzing? I can tell him to relax his embouchure or slightly slow down the air and he falls a partial. I had his 1st valve slide pulled all the way out and it got us to 5-10 cents sharp on pitch after he relaxed a bit. It got us through marching contest but I need to help him hear and fix his intonation correctly instead of using a crutch to bring it down. It isn't the horn either. Any instrument he plays is a half step sharp on A, Eb, D, C - His high Bb is perfectly in tune and the F is pretty dang good. I do spend more time on the F and Bb. Maybe I just need to take more time on the other pitches.
