New ms jazz band? The ludwig questlove breakbeats kit is $400 retail, likely much less for educators. It's small (which you want for small-town ms kids) but it's surprisingly professional. Take the savings and get a good set of drum heads. I like Aquarian modern vintage, but anything thick and coated will do- temp ambassador, etc. Top head only.
Cymbals- you want something that sounds good but is versatile. You'll play a swing tune, a Latin thing, a funk thing, etc. My ms go to is a zildjian 20" k ride. It works in Any situation. The Constantinople and keropes and others are twice the price and achieve tremendous complexity, but also take a lot of maturity to pull their ideal sound out of them. It's very easy for young students to overplay (huge sticks, marching band brain, etc) and get lost in the wash, esp with a big 22" cymbal. If you want a crash, get something dark. These can also be useful as did cymbals when you want a unique color.
Hihats- 13" or 14" zildjian new beats are the easiest go to. Cheapest of the quality hats.
Alternatives- gretch Blackhawk (comes with some hardware, cheap and as good as the catalina) or the sonor safari pack. Sabian Apollo series.
Avoid- big bass drums. More than 2 toms. Any bright cymbals like zildjian A or a custom. Sabian sax, etc. ANY cheap pressed cymbal.
Hardware pack- you'll need a drum throne, a short snare stand, bass drum pedal, and cymbal stands. You may have several of these lying around your band hall.
