So, based on my experience, you should put your principal as a reference. It's kind of a red flag for employers if you don't.
I think the same thing pretty much goes for you head band director as well. Like you said, your HD is good at administrative tasks. Let them be a reference. Even though you might have reasons for not wanting them to be, it looks like a red flag to potential employers if you don't list them.
When I needed a reference letter for grad school, my HD was too lazy to write one, so at his request, I wrote the letter myself and signed his name. It was still better than the appearance of my HD not willing to write a letter of reference.
