My thoughts work like this:
FIRST PIECE - The one the students felt the least comfortable about (NV level) OR the longest piece (Varsity level.).
SECOND PIECE - Our best (most well liked by the students usually) non-march piece.
THIRD PIECE - March because it was usually the most technically clean piece that also showed great musicianship from the ensemble.
That is how I have been doing it and it has worked so far. First divisions consecutively.
I am not one to care about judges' off-hand comments like program order or repertoire selection. I play what works with the group in front of me.
