As long as it's just the C above the staff that should be a trill any kid in HS should have played at some point. (I say this as a 3A). The D to E natural trill is a bit less common and I'd raise my eyebrows on that one a bit. (Anyone reading this, who doesn't know that trill, Finger that D (T-2-3-RP) and lift up and down 3 for the trill.)
By the time you're playing the Grade 3 requirements of a group reading Level 4 you should be able to trill. You can always send a rule request up to the state and see if you can get more clarification on those. (I do hope the state revises the wording on that flute range, someone didn't write that well, and you can definitely argue your point)
