What I have done: Talked about how firm the embouchure must be for register notes to play correctly, that all you fingers must cover the holes, and that the air has to be hissing out and your tongue had to make the "ee" shape. We have been doing some register key exercises.
My immediate plan is to do something else without the register key for a week or so and then come back to it. What can I do when we come back to the register key so the kids can feel more successful?
