I'm sure this is not possible if it's through school bids, but I always recommend play testing an R13 before purchasing- or having a clarinet-playing colleague try this for you.
If possible, try and strike a deal from a shop that refurbishes Buffet clarinets. They'll be trialed and adjusted to avoid those "dud" R13s. Best of luck- and congrats on your school providing these instruments for your students!
