Start on C (third Space). Hold for almost as long as possible, then move up to C#. You want just enough air to make that one good sound of a count. Then do C# to D, all the way up to the 2nd C above the staff. Then return to the third space C, and work my way down chromatically to Low B (C if they only have C Foot flutes).
I personally tend to walk laps around my practice space and tell them that while I'm doing it. Spending time thinking about the aperture opening, back of the throat, and air stream to get the best sound. If you spend 5 minutes a day you'll get better, but I had a professor in college we did three straight lessons just doing that the whole time. (I credit him with my tone, even though I hated a lot of his methods)
Other things that may help is looking into doing harmonic overtone exercises, Breathing Gym, and the Blocki method she has for the Pneumo Pros.
Not every kid will do these on their own, so I like to do 'by the numbers' with students and use numbers of the Bb scale to hold notes out with different patterns with full groups. It has helped many of my groups over the years.
