Your focus needs to be on the beginners, teach them how you want class to operate, and don't relax on them. It's an every year thing, but you have to start with how they enter the room all the way to how they put up. If the Elementary discipline was weak, this might be tough, but you'll need to do it.
From 7th and 8th graders, make baby steps. It's not going to get there overnight. Set up goals, expect it to be a 2 year transition to your ideal teaching world. It takes a while to replace bad habits with good ones. Be patient. Make sure your band makes good sounds though, don't be patient in that area.
With the HS, that's the HD's gig. Help him run his program his way. If he wants to have zero discipline at the HS, then so be it...eventually your kids will come up there and they'll have been taught differently. Maybe there's a reason he's light on discipline, find these things out. You're in a really good situation where you get along with who your work with, don't sour that by holding things in. Communicate your feelings and ask what his expectations are in areas, tell them yours and put together a plan.
