It also depends on the area you're in and how intense you want to get. Don't get me wrong, you made a terrific list, and the need for quality-teaching, vertical-alignment with feeders, solid recruiting/retention and supportive admin are fundamental anywhere. But well-heeled metro programs will have local universities to farm techs and supplemental help, designers/clinicians flying in-out weekly and direct proximity to the competition. That last point is about the students; when those 14-18 year old band students in perennial state powerhouses A, B and C are a few miles from each other and develop the habit of attending each others' rehearsals, games and contests it constitutes an experience-advantage over bands where the students rarely see the high level competitors in person.
