This rant really eqpitomized a series of shower thoughts I've been turning over since in the last couple of years in the wake of political elections, and most recently the SCOTUS nomination/confirmation.
All the different answers as a mix of (1) the values of the community and (2) what the local eonomy can bear.
You and your principal might want to have a conversation about th identity of the community and the school and where the band fits in. That ought to help guide both of you as to where you need to go.
All the conflict above is representative of the values of those communities and what those communities will bear (sometimes "will" is differnet than "can.")

So, to put in perspective, we do this:
HS - Instrument Fee 35.00; Supply Fee 30.00; marching shoes 35.00; Show shirt and DriFit shirt 20.00, for a total of 120.00. After their freshman year it lowers to 75.00 if they don't grow out of their shoes or DriFit. We also give our kids opportunity to pay all or part of their fees through the fall fundraiser. My initial inquiry was to see if the fees are in line with other rural area small schools, or not. Not to start a philosophical argument.
