I agree with your sentiments...BUT.
If fewer people are getting certified, we'll be stuck with the incompetent boobs who are already certified...simply because they are the only ones available.
I've dealt with too many incompetent principals (to be honest, mostly APs) who never should have been allowed in a classroom, much less an administrative position. If it takes you 5 tries to pass the test, find a different career.
Additionally, the exam difficulty is set to increase, and the number of chances you have to pass said exam will decrease. Currently, if you take more than a couple attempts (I believe 5) at passing the exam, you're forced into retraining classes. I have heard the new exam is going to be a single attempt before retraining classes are mandated.
If you are thinking about getting it, get it done quickly. Soon the principal certification exam cost will increase and not by a small amount. My source says that it may increase several hundred dollars just to take the exam.
Lamar was a good program to get the admin degree online for me. Just be ready to have no free time. Generally I was able to keep up but I had to give up my Sundays to get the work done.
I'm thinking the time has come for me to move on to admin. What is a good online only school for getting my admin?
