"Demonstrably" is the term that removes this issue from the area of subjective decisions. In this context, it means harm "that one can demonstrate (prove)."
By definition, if it is a matter of opinion, it is not demonstrable
Sexual impropriety, physical mistreatment, verbal abuse, etc. are demonstrably harmful.
"Demonstrably" in whose eyes? The DOB's? Yeah, try telling them that their behavior is "demonstrably" harming students and see how that goes for you. The admin's? Yeah, try telling them that the DOB's behavior is "demonstrably" harming students and then when they disagree see how that goes for you.
An assistant who is not able to support the DOB should quietly and quickly leave that situation unless there are legal, ethical, or moral issues that demonstrably harm the students.
